Gerald Leitner
(Austria)

Gerald Leitner is Secretary General of the International Federation of Library Associations and Institutions. He took on the role in June 2016, and is responsible for the strategic and operational direction and financial management of IFLA. In this role, he has initiated and led IFLA’s Global Vision project – a conversation across the global library field – which has led to the development of a new strategy and vision for the Federation and its work.
Gerald Leitner has worked in senior positions at international organisations and in Austria’s cultural, scientific and educational sectors. Gerald studied literature and history at the University of Vienna, and after his studies worked as journalist, chief editor of the Austrian Library magazine and head of training for public librarians in Austria. Prior to becoming IFLA Secretary General, he was the Secretary General of the Austrian Library Association. He is a past president of the European Bureau of Library Information and Documentation Associations (EBLIDA) and a member of national and international advisory bodies in the cultural, education and scientific sectors. In 2017, he received the Austrian Cross of Honour for Science and Art.


Rao Quan
(China)

Rao Quan is the Director of the National Library of China, Director of the China National Center for Preservation & Conservation of Ancient Books, Director of the National Museum of Classic Books, President of the Library Society of China, and Chairman of the National Technical Committee for Library Standardization.
After Graduated from the National Economic Management Department of the Renmin University of China in 1987, he worked in the Social Development Department of the National Development and Reform Commission (former as State Planning Commission, State Development Planning Commission), and successively served as Deputy Director of the Culture &Tourism Division, Deputy Director and Director of the Life Quality Division. In March 2009, he was transferred to the Ministry of Culture as Deputy Director of the Finance Department. In July 2013, he also served as Director of the Overseas Cultural Facilities Construction Management Center of the Ministry of Culture. In May 2014, he served as Director of the Policy and Regulation Department of the Ministry of Culture. In August 2018, he began to serve as Director of the National Library of China.
He has published lots of papers, including "On the Current Cultural Construction in China", "The Experience and Transformation of Chinese Librarianship", "Review and Prospects: Problems and Reflections in the Transformation and Development of Libraries", etc.


Li Donglai
(China)

Li Donglai, Chief Librarian of Dongguan Library, Research Librarian, Adjunct Professor of Peking University, Director of Reading Promotion Committee of Library Society of China, Member and Deputy Secretary-General of the National Technical Committee for Library Standardization, Deputy Director of Guangdong Library Society.
He has published more than 50 papers in library journals. And he has won many honors, such as the National Excellent Scientific and Technological Worker, Expert gaining the State Council Special Allowance, Outstanding Expert from the Ministry of Culture.


Liu Wei
(China)

Liu Wei is the Deputy Director of Shanghai Library (Institute of Scientific and Technical Information of Shanghai). He is also an adjunct professor of Fudan University, East China Normal University and Shanghai University, act as a doctoral tutor and give lectures on Digital Libraries and Digital Humanities. He has taken part in many major Digital Library projects in China since 1995. He is in charge of the information technology application in Shanghai Library and very active in developing smart library platform for the new Shanghai Library which is under construction.
